How festival dates are worked out
Most Hindu festivals and vrats (fasts) follow the lunar calendar: they fall on a particular tithi in a particular lunar month, so their Gregorian dates change every year. Some depend on the tithi in effect at sunrise, moonrise or midnight. That is why dates are calculated for your location from the Panchang.
